Introduction
The emergence and rapid spread of the HIV infection and AIDS in
the country over the last 13 years has been phenomenal. The response of Government
and other stakeholders to contain the epidemic has been intense, as several
intervention programs have been put in place. A lot of data and reports have
been generated through the response and kept in unsystematic manner with different
types of data flowing routinely within the system. Furthermore, indicators
and data collection methods are not standardized. The need for the establishment
of a Monitoring and Evaluation system (M&E) to gain better understanding
of the HIV/AIDS interventions in the country, generate adequate information
on the response, and improve the utilization of generated information for programme
planning, policy formulation and appropriate allocation of available resources
is therefore imperative. BHRIMS is the vehicle to establish and implement monitoring
and evaluation system in the country. The BHRIMS is the vehicle to establish
and implement monitoring and evaluation system in the country. The BHRIMS is
to monitor the implementation and evaluate the impact of the strategic plan.
